Overview
The current operating agreement with the National Railroad Passenger Corporation (Amtrak) expires on September 30, 2026. Staff is seeking authorization to negotiate and execute a new one-year agreement to continue Pacific Surfliner intercity passenger rail service, consistent with the Los Angeles - San Diego - San Luis Obispo Rail Corridor Agency Annual Business Plan for federal fiscal years 2026-27 and 2027-28.
An amendment to the federal fiscal year 2024-25 operating agreement is also requested to increase the maximum obligation by $55,000 for the year-end reconciliation.

A. Authorize the Managing Director to negotiate and execute an agreement with the National Railroad Passenger Corporation (Amtrak) to provide for the continued operation of the Pacific Surfliner intercity passenger rail service for a term of one year, in an amount not to exceed $73,117,600 for federal fiscal year 2026-27.
B. Authorize the Managing Director to execute an amendment to Agreement L-4-0021 with the National Railroad Passenger Corporation, increasing the maximum obligation by $55,000 for federal fiscal year 2024-25.
