item within the subject matter jurisdiction of the LOSSAN Rail Corridor Agency. Please complete

agenda item number on which you wish to speak. Speakers will be recognized by the Chair at  
the time of the agenda item is to be considered by the Board. Comments will be limited to three  
minutes. The Brown Act prohibits the Board from either discussing or taking action on any  
non-agendized items.

Amendment to Agreement for Preparation of Plans, Specifications, and Estimates  
for the Leesdale Siding Extension Project  
Overview  
The Los Angeles - San Diego - San Luis Obispo Rail Corridor Agency proposes to  
amend an existing reimbursement agreement with the Union Pacific Railroad for  
additional engineering support to include review of design documents and related signal  
and communication designs for the Leesdale Siding Extension project.  
Recommendation(s)  
Authorize the Managing Director to negotiate and execute Amendment No. 2 to  
Reimbursement Agreement No. L-3-0009 between the Los Angeles - San Diego - San  
Luis Obispo Rail Corridor Agency and Union Pacific Railroad, in the amount of $450,000,  
for additional plan review and signal and communication designs for the Leesdale Siding  
Extension project.

Authorization to Negotiate and Execute an Administrative Support Agreement  
with the Orange County Transportation Authority  
Overview  
The Los Angeles - San Diego - San Luis Obispo Rail Corridor Agency entered into an  
administrative support agreement with the Orange County Transportation Authority on  
November 21, 2013, to provide administrative services and daily management of the  
State-supported Pacific Surfliner intercity passenger rail service operating in the Los  
Angeles - San Diego - San Luis Obispo rail corridor. The initial agreement expired on  
June 30, 2018, and was renegotiated for a new three-year term beginning July 1, 2018,  
through June 30, 2021, with two, three-year option terms. The first three-year option term  
was executed on September 1, 2021, which extended the agreement for an additional  
thirty-six months, from July 1, 2021, through June 30, 2024, while the second and final  
three-year option term was executed on June 11, 2024, which extended the agreement  
through June 30, 2027. In order to provide continued administrative services, staff is  
seeking authorization from the Board of Directors to negotiate and execute an  
administrative agreement with the Orange County Transportation Authority.

Senate Bill 1098 Working Group Report on Consensus Recommendations  
Overview  
In September 2024, Governor Newsom signed Senate Bill 1098 (Chapter 777, Statutes of  
2024), which requires the California State Transportation Agency to coordinate with  
Corridor stakeholders and provide guidance and recommendations necessary to support  
and improve the performance of the Los Angeles - San Diego - San Luis Obispo rail  
corridor. It requires the California State Transportation Agency to convene a working  
group composed of representatives from those stakeholder organizations to meet on a  
regular basis and submit consensus recommendations and feedback to the Legislature  
on or before February 1, 2026, on various topics related to rail service in the Los Angeles  
- San Diego - San Luis Obispo rail corridor.  
The bill calls for the recommendations and feedback to be submitted to the Los Angeles -  
San Diego - San Luis Obispo Rail Corridor Agency, the Southern California Regional Rail  
Authority, and the North County Transit District for review and consideration.  
The California State Transportation Agency convened the first working group meeting on  
February 19, 2026, and held three additional meetings on March 27, April 28, and May 11.  
The last meeting on May 11, 2026, included members of the public. The Los Angeles -  
San Diego - San Luis Obispo Rail Corridor Agency staff participated in the working group  
meetings and provided feedback both at the meetings and through survey question  
responses and smaller stakeholder group meetings.  
Based on the working group effort, the California State Transportation Agency drafted the  
report to the legislature, which includes thirty-nine recommendations under four policy  
areas of the bill. The California State Transportation Agency has made the report publicly  
available for comment and has provided it to the Los Angeles - San Diego - San Luis  
Obispo Rail Corridor Agency for feedback as required. The recommendations contained  
in the report reflect an effort to identify consensus perspectives and areas of alignment  
across stakeholder interests throughout the rail corridor.

Authorize staff to submit a comment letter to the California State Transportation  
Agency to be included as an addendum to the report submitted to the Legislature.
